you can cut out cracks then repair or might need hack off then re rendered best get a plasterer to take a look

The front of my house has a terrible pattern put into the render which made me initially want to have it replaced. On closer inspection I can see small cracks and I have also recently found some damp in our bedroom (first floor) which has led me to think the sooner we have something done the better.
What is the best first step to make the decision of whether to just remove the render or to have it replaced.
