Hi Kenneth It would be wise to determine what the blemishes are, is it oil, water stain, salts coming through the render from the brickwork. You may get rid of it with a stain blocker. Or is it a rough surface to these blemishes, in which case you could try rubbing them down with something like a pumice stone, then repainting just that area. Best of luck J c
