Cement render removal

We are in the process of buying a Victorian upper flat conversion the added stairwell has cement render and there is damp/mould on the inside walls should the cement render be removed and replaced with lime render?

Hi Wilma If the render is sound it sounds like the the damp is coming in from the outside. Does the brickwork need pointing on the outside? Is there a flashing that may need attention. It's hard to say without inspection. Get a good builder to have a look at it for you.
