Hi Rachel. Yes you can plaster straight over the artex wall/ceiling. The only 2 things you have to do are: 1. Use a scraper just to remove the tips of the artex texture so that the plasterer won't have to use loads of materials. 2. Apply a very strong primer such as (Thistle Bond It) so that the new plaster will adhere properly and not fall down. Once the primer has been applied, it needs to be dry prior to any plastering work commences. Hopefully this answers your question.
