We have just moved into a new house and the living room walls have spots of peeling paint, uneven areas from filled holes, and areas where the surface of the plaster seems to have come away. A spot of blutak can pull the surface layer off easily leaving a powdery feeling layer. Would it be best to have the whole thing sanded back and re-skimmed?
