Hi Adrian . The answer to this is yes . I would PVA the ceiling. Apply the first coat and flatten as much as possible. I'd then apply further coats as needed after the first coat has hardened off. Regards Mark.

Some ceilings in my house have artex on them and i believe it contains asbestos.it was built around 1988,can it be skimmed without rubbing down
