Scrap off the flakey paint then use a quality trade stabiliser then repaint. The reason for this in the first place could have been powdery surfaces that you painted on. If it was new render did you thin down the first coat. Was it a trade quality paint direct from Dulux crown etc ?

The reason for this could be the rendering contains too much mortar, or you have not applied enough coats at regular intervals for the surface to be fully protected. Forget manufacturers claims that paint lasts ten years or more, absolutely absurd.
