Artex skimming or plaster board

The the process of buying a house and the survey says there's a possibility that there could be asbestos in the artex if over a certain age. Can anyone advise me on whether to have it skimmed or plaster boarded as I will be wanting down lights put in. The artex is in the living room and kitchen

Artex needs to be bonded then skimmed due to asbestos as if taken down will require special health and safety protection and will cost a great deal of money
