Honeycomb plasterboard

Hi there. I moved in to a house with honeycomb plasterboard. We started to take off about 3 layers of wallpaper. The wallpaper was directly stuck to the board and it's impossible not to disturb the top layer on the board. Now there is still paper on it, but i don't know how would we able to create a suitable background for the plastering. Any help would be much appreciated.
