Crumbling window

At the side of a bedroom double glazed window the wallpaper has bulged out. On the other side the wallpaper has come away and the wall behind (possibly plaster- not sure) is crumbling away about 2cm deep. The longer we leave it the more crumbles off. Do we just re-plaster or is this a more complex job?

It sounds as though water is getting trough from the window, this would need to be sorted first, you would then need to chop out affected area and re plastered using damp proofing materials to avoid salts coming through in the future.
