Plaster on top of lining paper

I have had a flood. The drying company took off about 3 foot of plaster off the top of some walls. The insurance builders have started work. They have replastered the top of the walls but feathered into the existing lining paper. Should they have taken the lining paper off?

As a plasterer with nearly 20 years experience at the job, Plastering over any papered surface is a cardinal sin and you should be ashamed to call yourself a tradesman. As for your previous reply to this as per usual there are good and bad in every trade I for one would and could never plaster over paper as they say it’s all in the prep work.

In my experience if someone doesn’t do the preparation in front of the plasterers they will just do there thing over anything that is there
