Stripping paper over drywall

I’m struggling big time to strip some walls in my kitchen. The walls are dry lined but not skimmed. Previous owners have papered and painted with silk emulsion with a lining paper straight over the plaster board. One wall over the kitchen sink will not budge and I am at my wits end. It’s coming off in tiny bits. Help!!

In these circumstances it can be that you will start to strip the paper off that makes up one side of the plaster board sometimes it’s quicker just to take off the plaster board and redo with new it seems a bit extreme but it isn’t usually that much if a big job
