Should I remove the cladding from my house exterior?

I live in a Victorian terraced house (approx. 120 years old) and was considering having the rear exterior and window sills painted. However, my neighbour has recently removed the cladding from her exterior, and suggests we do the same as she suspects creeping damp. I am now considering removing our cladding, and using the money saved on painting for pointing and sills (painting). How I do not want to open Pandora's Box and potentially cause more damage. Can any one suggest advice?
