Blown plaster on a wall

If you have blown plaster on a wall, does that mean that their is a damp problem ? Similarly if skirting is coming away from the wall is that always a damp problem .

No it may not mean there is a damp problem if could be that the wall was not properly prepared before top coat applied or maybe that the plaster is very old Put a damp meter on the area and see what the reading are. If you don’t have one then drill a small hole and look at dust as it comes out if you have red brick then you can normally see by colour of dust if damp.
