Can you plaster walls in a room with significant amounts condensation?

Hi all, Our bedroom is dual aspect and we live close to a river in a terraced house. Since having cavity wall insulation fitted about 15 years ago, our bedroom walls have had considerable amounts of condensation appear on them. The walls (wallpapered presently) have water stains running from the coving almost down to the skirting boards. My partner wants to re plaster and re-decorate in an effort to solve this. I have serious concerns about plastering what are to me obviously wet/damp walls. We are having new UPVC windows fitted in the next couple of days, which we also hope will help. What would any trades advise? Thank you

You should deal with the problem first, small things can make a great difference to the condensation problem. You should look at roof vents first in the Arctic, if it is really bad then a moisture activated fan to extract moist air and improve air flow You should also check that the gutters are clear to ensure that water is not overflowing, and if you have loft insulation that this has not been laid right to edge of loft, if it has then you will need to pull it back to get air flow through attic .
