taken of the ballcock lever to clean the float valve as toilet made a noise but i can not get the arm back onto the inlet pipe without it leaking when water on

Kay, You have moved the inlet and thus leaking through fitting. You need to retighten the Inlet Valve where it enters Toilet Cistern. Or even better remove Inlet Valve and refit tight. Bill Pipe Dreams Plumbing Services, Bournemouth, Dorset
