janet, do you mean the overflow pipe is near the roof/gutter interface? if so and its a small pipe about 1 1/4" diameter then it will probably be from the cold water storage tank in the attic
Hi janet if your overflow pipe is dripping this is directly connected to your toilet, you need to look inside your toilet to check that it is shutting off properly when the float valve has closed off the water intake. you will be able to check by listening that there is no slow hissing coming from float valve and if water level in cistern is too high.
