G Thornley, I am not quite sure what your point is. Before the Plumber started the work I assume you agreed what work was required and why. You then agreed to this and job completed has discussed. It is not unusual to box in pipe work going up a wall to hide them especially in Bathrooms and Kitchens. I must admit 11" deep seems a bit big and I would expect the boxing to go upto the ceiling from the floor.
