probably an air lock somewhere, connect ahose between the incoming main and the hot tap then open both for a couple of minutes, then close the cold and leave the hot open it should run, if its amixer tap cover the outlet with a plastic bag and some tape to hold it on, you might also have to hold it as well the open both taps again, lettin gthe cold run into the hot tap it should clear it
