Had a quote for £90 to replace bath and basin taps says have to drain system to replace hot tap is this correct

Hi Nigel we charge £180 exc VAT for Labour to change bath taps and basin so that's not a bad price. The plumber only needs to turn the water off, but if he can't with the hot he may have to drain down the tank which feeds it.
