Towel rail

I had a towel rail installed in my very small bathroom and the copper pipes are slightly bent to lead into the towel rail. The system was tested and the rail became incredibly hot and could easily burn the skin. I am now concerned since if anyone should trip or accidently touch the rail it could potentially burn quite badly and the copper pipes I would imagine would be very hot - would it not have been better to install the rail higher or in a safer position and should I call the plumbers back to re do the job.

The temperature of the Central Heating Water is governed by the Boiler and thus your Radiators, Towel Rail will heat up eventually to the temperature of the water from the Boiler. So, one option is to turn down the Boiler to a lower setting, so that the water does not get has HOT. Usually the Plumber would have installed it has per your instructions and raising it, moving it will not change the temperature. Because of the use of a Towel Rail and the material it is made off, they will get very hot and that is not uncommon. I would suggest you ask the Plumber to come back and see how easy it is to move it or raise it if that is what you want, but they will charge for this, as the Temperature of the Towel Rail is not his fault, it is the temperature of the water from the Boiler that is causing this.
