New Shower is not powerful and water and is cold

I had a new shower put in and it has a main shower head and a much smaller one that sits on the taps. the water is great and hot in the small showerhead but the main showerhead water is very slow and coldish, the old show i had was fine so cant understand. is job too small to come out for
