Toilet flush ineffective, bad toilet design or blockage somewhere?

When we flush the toilet the water seems to flow around the bowl and get underneath the paper rather than rain down on top of it. Bad toilet design? We've noticed the toilet has started leaking around the base recently so while we are getting somebody in to fit a new seal, would it just make more sense to replace the unit or are there other options?

Brian. If your toilet has a flush pipe I would say it maybe blocked where it goes into the pan. There are three holes on a toilet with a flush pipe and ione or more could be blocked with scale or I've known a plug from the syphon block a hole and reduce the flow of the syphon/flush. If you are having an engineer attend then they should be able to sort this for you. Depending on what's leaking and your budget you may want to change the pan but normally it would be the flush pipe cone or the pan connector either where it meets the pan or joins the soil pipe,the flush pipe cone leaking can drip onto the pan connector and make it look like its that which is leaking.
