'water has been drained contact a plumber before first use'

I have just moved into a pre-owned flat and all taps have been taped up with a message which reads, 'water has been drained, contact plumber before first use'. I am not sure how to get the water up and running, can someone please help? - Thank you.

Hi, Sam Normally you need to find mains STOP TAP and open it.
