Leaking bathroom radiator

A small puddle of water keeps appearing on the floor underneath our bathroom radiator, it appears to come from the top of the radiator, from an end rounded object with a bolt attached

This could be a simple job, blank plug removed and replaced, unless the towel rail has split at the top, very rare. About £75 Regards Tim
