Advice on hot and cold water pressure difference for shower

Hi, I have a bit of a dilemma. The council has installed new heating and hot water in my flat (major works) and now the hot water pressure coming from the new thermal store is higher than the mains cold water pressure. I have a regular manual mixer shower and I cannot get graduations of warm water: it's either very hot, or cold, or one temperature of warm if I'm lucky. The council is refusing to fit a "pressure reducing valve" to the hot water supply, saying that the issue is with my old mixer taps and that I should instal a "thermostatic mixer shower". Now I have done some research, and it would seem that even thermostatic mixer showers require the hot and cold water pressures to be equal. I am worried that I will go and get a modern shower installed and the problem will not be resolved or get worse. I don't think I'm getting factual information from the council at this point, and I'd like some advice on the issue and what can/should be done to solve it. Many thanks.

Typical for council . They install what is not working properly and they think subject is sort out . You have to play dirty with that kind of people . Of course pressure of warm and cold water should be similar or with no too big difference of pressure . My suggest : to send to council email or letter that from your point of view present installation is not correct and safety due to fact you take shower and you received thermal shock due to unstable temperature of hot water which got different pressure .
