How to get rusty nut off coroded toilet tank bolt?

The bolts that attach the toilet bowl to the tank - both very rusted & corroded. One bolt's head was completely corroded/broke so it just pulled right out. The other still has enough of the head that it can't pull down. And the nut is stuck so can't pull up (whoever installed it only put a rubber washer/gasket right under head of bolt, & a hex nut at very bottom, under toilet bowl - no washers, wing nuts, other gaskets...). Need to either make head smaller, cut through bolt, or loosen nut. Tried wd40, liquid wrench, rust removing toilet cleaner, pliers/wrench+strength, rubbing razorblade/saw around top &bottom of nut, nipping edges off partial head (couldn't), saying thru bolt (couldn't), etc. I don't have a power saw/drill or anything else suggested online. But I couldn't use that in the tight corner and under the toilet tank. What do I do?
