If it is not possible to isolate your cold water supply in loft or other common space, then it may be possible to temp turn water cock off in street, or freeze your supply pipe, in order to fit a stop cock. There are a lot of variables that determine cost, such as ease of isolation of your upstream supply, your location and ease of access to a suitable location to install a stop cock.
