Hot water towel rail in upstairs bathroom no longer heating up?

The towel rail is on the hot water system and in our upstairs bathroom next to the airing cupboard, where our hot water tank is. It no longer get warms/hot. I had one plumber change the temperature control value but was then stuck? He thinks there might be a blockage somewhere?? What do you think to get it resolved?
