Areas of damp

I moved into my property 2 years ago. The downstairs back room- was stripped, replastererd- and prior to this had a damp proof course. I have noticed two areas of damp on two walls. This is causing the paint to peel. These areas are close to the floor not mid wall. I put dehumidifier for 3 months in the room this improved things but the damp still remained. My question is what could be the cause and how best to go about sorting it. Could it be problems with the position of air vents or outside air vents, or internal pipes leaking? Who should I be asking to check this and how much would work like this normally cost.
