If you have hot water everywhere else , and you checked if you have an isolation valve for that specific tap (and its turned on) , you have to options : replace tap or repair ( sometimes is cheaper to replace with new) Good luck

depending which tap it is you would need some maintenance on the tap as washer inside is proberly stuck

If it's a new installation and other hot taps in the house are working it Will be a isolation valve behind bath panel Or some were around there who ever the contractor was you hired must of forgot or if you have had any recent plumbing work else were recently person may have forgot to put it back on
