Penetrating damp from boiler discharge pipe?

Smallest bedroom (front facing, 30s semi detached house) seems to have a damp problem on an outer wall. This wall has our boiler on it, and the damp seems to correspond with where the boiler discharge pipe runs down on the external side of the wall, over the property's side return to connect with foul water pipe. Is it possible that the damp is coming from this pipe through the wall? It doesnt look to be in great condition and parts appear to have been taped over by previous owners.
