Plumber help needed water pressure issue

We just bought our new home and the water pressure is a huge issue. if im running the washer i cant wash dishes. if nothing is running water the tub starts off fine and drops drastically within one minute and takes for ever to fill showers are almost impossible. the previous owner did a large remodel on the house. its city/municipal water. as soon as the metal water line enters the house its completely new plex piping through out. no kinks. i can not find a prv valve on any of the line. but has many new shut off valves all are turned completely on. after entering the water heater it connects to a large blue water worker tank (looks to be new) & i think that its a pressurized tank. when i press the release lever near the top of the hot water tank, water comes out just fine and quickly. we are pretty savvy do it yourselfers but are having trouble figuring this one out. i also checked the toilet to see if its constantly leaking water but that's not the issue either all lines are new as is the toilet and its innards. any trouble shooting tips are greatly appreciated
