External stoptap

I've had a leak in the house, my internal stop tap failed and went to the front of my house to turn off the external stoptap, but it was not accessible and was not in working order united utilities are saying they dont have to maintain external stoptaps and it is nothing todo with them Any advice on this or links of information or people I can contact cheers
