A tradesman came out to my house to give me a quote he didn’t said he charge call out fee and after I decided not to use him because he told me he could do the job 3.30 the afternoon I told him I was at work but I will call him to see if I could arrange something he text me an hour later I told him wasn’t able to arrange anything but I will call him he send me a message to say he is billing me for call out fee and advise.

If you called the tradesman out to give you advise or look at problem then they are within reason to end you an invoice for their time. If however you asked them to give you a quotation and they didn’t tell you it wouldn’t be FREE they should have quoted you the cost of them coming out to give you a quote
