Hot water

Hi, Our bathroom was installed 2.5yrs ago. We have had problems with the bathroom sink Taps since then. We have had British gas out to look at the boiler and the bath store out who says the tap is fine. The hot water to the bathroom sink (mixer tap with hot and cold feed) only comes through if the heating is on or if you turn another hot tap on. Is it possible the the pipes connecting the tap to the sink are too narrow (therefore requiring more pressure) to trigger the boiler/hot water. If that makes sense?
