Immersion heater problems

My heating element and thermostat have just been replaced,yet the main tank on my immersion heater still not heating up water. This section is wired into economy seven. What could be the problem,and what kind of a tradesman do I need

Hi sounds like the economy 7 timer or electric spur isn't sending power to the elements. Plumber should be able to help
