Shower mixing problem

In May we had a new combi boiler fitted replacing an old water storage unit. I have also fitted a new shower in the ensuite. However I am having problems with the mixing of water. When I initially turn it on it runs cold and warm water. As the heat of the temperature increases it becomes too hot and turning the thermostat to cold the water still runs very hot. Too hot to have a shower. We have another upstairs shower and this runs fine. I've checked the head unit and it appears to be working fine. No dirt or build up. What is the issue. The head unit or the new boiler connection? Thanks.
