Toilet hissing and emptying

My toilet was making a hissing noise and I found it was draining water. A plumber came to replace a valve (at bottom of main flushing unit). It eased but the problem persisted. He came to adjust the seal/valve and it lessened again but water is still draining (turning off tap overnight proved this) and at times still hisses as it fills up. The plumber advised I knew a new cistern. Does this sound reasonable? Or could it be another issue?

Don’t think you’ll need a new cistern at all. Hissing sounds like the inlet valve is passing. If it’s still passing after being replaced (shouldn’t be thou) then a pressure reducer needs fitting with a new valve. Low cost compared to a new cistern.
