Problem with hot water pressure in flat

I live on 5th floor of council run flat block. The hot water pressure is really bad but the main problem is with the shower, the water pressure is so low that some water comes out and just goes directly down the plug hole. This means to get under the shower I have to stand so far back my feet end up in the plug hole. Council said this is 'normal' and nothing can be done! I find this hard to believe so looking for some advise or solutions I can take to the council to get them to fix it! Thanks

Council / water board have a right to provide each dwelling with a minimum of 1.4 bar water pressure. Check what your incoming is. If it’s higher than 1.4. Then you need to take this up with the council and it’s a boiler/ water issue with your property. Which once again the landlord has to provide heating and water by law
