One radiator not heating up

I have one radiator in the house which only heats up when all the other radiators are off (then it heats very hot all over), but turn them back on and it goes cold. Plumber say radiator blocked and need new one. Doesn't make sense to me. Can anyone explain or suggestion alternative reason?

Some time it can be what you call a dead leg on the system where water that’s heated passes it by, you can try balancing system and bleeding that rad as it could have air in side system
