It sounds like you have a problem further down the system in the drains which you will need to either have fodder or high pressure water pump.

My toilet isn't flushing properly. I have tried plunging and using a 4ft snake, but it has not resolved the issue. When I flush, the bowl fills up, and then very slowly drains, leaving behind any toilet paper, etc... It has been recommended that I rent an electric snake, take off the toilet, and clean the system. Your thoughts? Thanks
