Kitchen mixer tap had "dead spot" before turning on.

My kitchen mixer tap has a strange loose dead spot before it turns on. It rotates about 1/4-1/5th of a turn before the water comes out.
It then comes out with the power of ten tigers. Is this something that can be repaired (washer?) without replacing the tap or do I need a new one?
