Help with heating system - Worcester Condensing Boiler

Hi, we have a condensing boiler and an unvented tank system. The tank was replaced last year along with a new Honeywell 3 port valve. Since then our heating has not worked properly with the system now not working and the boiler constantly cutting in and out. I have drained the system down and bled it but the heating will only work when the hot water is on. The pipe to the radiators heats up but the return to the boiler does not as if there is a blockage. When the hot water is on the return pipe gets hot and everything works. So confused please help
