Help diagnose and fix a damp patch on an internal wall

We have a damp patch on an internal wall in our third floor flat in a 6 storey apartment block (built 10 years ago). It is above skirting board on wall adjacent to en suite and we haven't been able to pin point the source. I think the next stage will require lifting tiles, removing skirting boards, and may be even floors. Who would be the best sort of expert to ask at this stage?
