Water Pressure Too Low

We have very little water pressure at home. We called up the Water company and they suggested to run some tests switching off external stopcock, when I identified that it was in my neighbors house and we shared it. We ran the tests and seems to be a problem only for me as the neighbor had very good water pressure, then we started looking into our house, we have the old lead pipes. But the neighbors had the same as well, so it is something to do internal. But I have a relatively new driveway and not interested to dig it searching for where the problem will be, need to understand the below. Can I run pipes over ground to get it to my internal stopcock which is in my kitchen, can it run through the floors of my living room, also not sure whether the water company can help anything here as the water pressure is so low and may be it is due to sharing with neighbors? Clearly need some guidance and happy to accept quotes but I think I may need a visit from right people to come and explain what options are available. Thanks for your support.
