You have been informed that I refused a quote...this is not true

I have just received a message from Rated People stating that I have refused someone to give me a quote! I didn't refuse I just said that I would call him later as I was waiting to to see if any more showed an interest in quoting for the job. This, in my opinion is not a refusal.
