Noisy water pipes

Day after combi boiler had safety check, banging noises started in water pipes when not using water. I live in upstairs flat(block of 4. Downstairs Council owned). I got plumber out but as nothing to hear when he ran taps, he didn’t have answer. Downstairs neighbour got Council plumber out. He said he put an isolator(?) on theirs and it was my pipes causing problem. I got another plumber who thought it might be stopcock problem (obvs pipes behind kitchen cabinets) he said it would be a big job. I’ve closed my stopcock slightly so reduced pressure thru my taps but it has reduced banging noise. 1)Anyone know what would need to be done? 2)can I continue with reduced pressure without causing more problems? Grateful for any advice
