We are planning on renovating our bathroom and need our towel rail capping, and plan on replacing the radiator with a towel rail. Am I right in thinking that by law the towel rail will need to be capped permanently by a plumber? And if I choose a towel rail the same width as the towel rail that will be removed, this can be replaced without changing any of the plumbing?
