Water overflow pipe spurting out water

I own a building with two offices. The safety overflow pipe is pushing water out of the building at a considerable rate. I've disconnected both water heaters, the toilet is a closed system not connected to the overflow and we have no water tank or central heating. It seems water is coming into the property and going straight out again under pressure. The only thing that fixes it is turning the water off at the stop cock. My plumber is stumped! Any ideas?
